         Finegan Flannigan & Associates (FF&A) is a Colorado based crisis management consulting firm. FF&A works with corporate, government, and individual clients by providing consequence management training, critical incident stress management, crisis plan development, and direct services. These services prepare and support organizations with crisis planning, implementation, and response.

       Partners Robin Finegan and Krista Flannigan are considered national experts in the area of working with victims of high profile large-scale disaster and are considered two of the leading victim services professionals in the developing arena of terrorism and weapons of mass destruction. Most recently, they have provided crisis support as part of the IBM Crisis Team following Hurricane Katrina.

        Robin and Krista began their partnership in 1997 as directors of the Colorado Oklahoma Resource Council (CORC), which provided services to the survivors and families of victims of the Oklahoma City bombing during the trials for Tim McVeigh and Terry Nichols, held in Denver, Colorado. They continued their work with victims of mass tragedy following the Columbine High School shootings and after the tragedy on September 11.

        Their expertise is utilized by the National Corporations, Office for Victims of Crime within the Department of Justice, the National Sheriff’s Association, the Office for Domestic Preparedness, the International Firefighters’ Association, as well as U.S. Attorneys’ offices, emergency responders, law enforcement, school systems, and local service agencies.

        In addition to their work with Oklahoma City, Columbine, and September 11, Krista and Robin provided training to victim advocates responsible for services to the victims of Pan Am 103 bombing during the trial in The Hague, Netherlands and the trial of Zacarias Moussaoui. They also coordinated with the Office for Victims of Crime to develop policies and procedures for victims’ services at closed circuit broadcasts utilized in mass fatality crimes.

        Robin and Krista have written a guidebook and produced an accompanying video titled Journey to Justice: A Community-Based Response to Victims and High Profile Trials – that can be found on this web site on the Publications page. They have developed an internet training module, www.tragedy2triumph.com and produced a training video, Victims’ Issues: Weapons of Mass Destruction, through a grant from the Centers for Disease Control and Prevention and Denver Health and Hospitals which addresses the victim assistance response in biological and chemical terrorist attacks.

    Robin Fudge Finegan, M.A., M.N.M., is a graduate of Oklahoma University and received her M.A. from Gallaudet University and her M.N.M. from Regis University. She is considered a national expert on victims’ issues related to terrorism and WMD incidents. Robin evaluates the mental health response during WMD exercises for the military and communities. Robin was selected as a 2005 Woman of Distinction by the Girls Scouts-Mile Hi Council.

    Krista R. Flannigan, J.D. is a licensed attorney in Colorado. She graduated from Florida State University and received her Juris Doctorate and Master’s in Social Work from the University of Denver. She spent six years working for a Colorado district attorney’s office, specializing in victims’ issues. Among other projects, she is currently teaching undergraduate courses in the Human Services department at Metropolitan State College and Criminal Justice courses at Red Rocks Community College and providing training to health care professionals regarding HIV counseling. Most recently, Krista worked with the Eagle County District Attorney related to the Kobe Bryant sexual assault case.
